Formed in the San Francisco Bay Area in 1980, the group—centred on Mark Hosler, Don Joyce, Richard Lyons, and David Wills—built a practice out of audio collage, found sound, and media critique. Don Joyce hosted the long-running radio show Over the Edge on KPFA. In 1991 their U2 EP, a parody splicing Casey Kasem outtakes over the band's music, provoked a lawsuit from Island Records that became a landmark case in debates around sampling and fair use, documented in their 1995 book Fair Use: The Story of the Letter U and the Numeral 2.
